My neighbors are all connected to the fiber, the technicians have connected the fiber of the box to my house why can't they activate it? Is it "eligibility"? if so, why are my neighbors eligible and not me? Who is responsible for deciding eligibility?

I intended to respond to all the answers with "Hello and thank you for replying". I hadn't seen any other questions start with "Hello", but if that's better, all my future questions will start with "Hello, thank you for your help so far. As for the availability card, it is indicated eligible for ADSL. Are you able to answer the other parts of the question because that's the main point? Thank you in advance for your knowledge
